Consultation on the codes of practice for wholesale cash distribution market oversight
This paper discusses the UK‘s response to the declining use of cash, particularly in the wake of the Covid-19 pandemic. It highlights the UK Government‘s commitment in the March 2020 Budget to ensure access to cash, particularly for those who depend on it. This involves granting new powers to the Bank of England, under the Banking Act 2009 and the Financial Services and Markets Act 2000, to maintain an effective, resilient, and sustainable wholesale cash distribution (WCD) infrastructure. The Bank of England has been actively consulting on Codes of Practice (CoPs) for WCD, aimed at supporting recognized firms in adapting to these changes and ensuring continued access to cash across the UK. This initiative reflects an effort to balance the rise in digital payments with the ongoing need for cash transactions in certain sectors of society.
