Solar Energy for All: Promoting Low-Emission Energy Production and Consumption in Armenia

Armenia provides an example of progress in expanding solar energy through supportive policies, regulatory reforms, and pilot projects, while addressing infrastructure, coordination, and investment challenges to sustain its clean energy transition.

Armenia has made efforts to expand solar energy as part of its clean energy transition, including initiatives by the government and the Public Services Regulatory Commission to promote solar development through feed-in tariffs, net billing, and competitive auctions. These reforms have led to steady growth in renewable energy’s share of electricity generation and a sharp rise in autonomous solar producers. This case study highlights innovative projects, such as Armenia’s first floating solar plant, and reviews the country’s supportive regulatory environment. While progress has been substantial, challenges remain, including infrastructure constraints, policy coordination, and ensuring long-term investment. Armenia’s experience offers practical insights for other developing countries aiming to scale up solar energy access.
