Understanding the principles of electricity markets is crucial for designing effective energy policies in developing Asia, where rapid growth and rising energy demand pose unique challenges.

The ADBI?PESD Game-Based Training Workshop bridges theory and practice, serving as a key capacity-building tool to support energy policy development in ADB member countries.
Participants learn that a cost-based system might lower social welfare by reducing firms’ incentives to invest in cost-saving technologies. Determining and auditing true marginal and opportunity costs is complex. Pay-as-bid auctions can decrease consumer surplus and benefit larger firms through better prediction of prices. Forward contracts can help manage market power and volatility by encouraging supply maintenance and reducing price manipulation incentives.
