Sustaining a National Treasure: Veteran Transitions and the Life Cycle of the All-Volunteer Force

Junior enlisted veterans face the steepest post-service challenges, including high unemployment, poor economic outcomes, and low utilization of existing employment services. Despite a vast support network, many programs are not producing measurable results for this vulnerable group.
Research shows that the two-year period post-transition is the most impactful for intervention. Programs must provide customized and timely support to improve employment and well-being outcomes.
The veteran support system is fragmented and lacks data transparency. Despite billions in federal and nonprofit spending, there remains insufficient outcome measurement, coordination, and data sharing―leading to inefficiencies, redundancy, and poor targeting of services.
Positive veteran outcomes influence recruitment and national security readiness. Reforms such as mandatory Transition Assistance Program completion, Veterans Affairs registration, improved data collection, and investing in effective state-level integrators (like Combined Arms) are essential.
Misconceptions about service risks and post-military struggles dampen enlistment. A coordinated public campaign is needed to reframe military service as a valuable and thriving pathway to civilian success.
