Analyzing ways that Uzbekistan’s fast-growing cities can strengthen their finances, this report shows why increasing the autonomy of city authorities can help them develop tailored solutions to local development challenges and drive inclusive urban growth.
Detailing the current centralized governance system, the report draws on the experiences of the pilot cities of Djizzak, Khiva, and Havast, which are participating in the ADB-supported Integrated Urban Development Project. Recommending Uzbekistan maintains its system of fiscal relations, it shows how undertaking reforms and creating off-budget funds from sources such as land sale proceeds would empower city administrations to tackle urban development challenges.
