Climate Change Governance at the Subnational Government Level in Asia and the Pacific

This publication underscores the threats climate change poses to subnational governments (SNGs) across Asia and the Pacific and highlights the funding and capacity challenges as they step up climate action.
It is estimated that SNGs are responsible for up to 80% of adaptation and mitigation work. The publication looks at how coordinated planning, fiscal decentralization, and access to global climate funds can help improve their climate governance. It shows how working with development partners, standardizing methodologies, and becoming better integrated into national policies can help the region’s SNGs become more effective and maximize their ability to tackle climate change.
