Transforming ASEAN for Sustainability: The Role of Regional Integration in Advancing ASEAN’s Green Transition

The scale of the environmental challenges facing ASEAN transcends national borders and cannot be effectively addressed by any individual member in isolation.

The Association of Southeast Asian Nations (ASEAN) is dangerously exposed to mounting climate challenges and is an increasingly significant contributor to their proliferation. The region is highly vulnerable to rising temperatures and sea levels, extreme weather events, and environmental degradation. At the same time, coal-fired power plants still dominate the regional energy mix, deforestation remains rampant, and hundreds of thousands of citizens die each year from air pollution. Regional environmental cooperation is essential for effectively addressing these challenges and improving resilience. We analyze the relationship between regional integration and the sustainability transformation in ASEAN. We begin with a systematic review of 64 empirical studies in Science Direct, which combines quantitative, descriptive coding to map the field of existing research and a qualitative, thematic interrogation of individual texts. This provides the foundation for the selection and exploration of four illustrative case studies: governance and institutional architecture, energy and infrastructural enablers, financing and funding mechanisms, and policy approaches and regulatory tools that define international environmental cooperation within ASEAN. We conclude with a set of practical and innovative policy recommendations for institutional reform, expanding the regional energy grid, deepening green trade, establishing and expanding carbon markets, and measuring and improving performance.
