How can regions attract and retain the talent needed for the green transition?
The green transition is creating new demand for workers and skills across OECD regions. Yet many territories face persistent, and in some cases widening, labour and skills shortages that will be exacerbated by demographic change and depopulation. Such shortages risk delaying investment and exacerbating existing spatial disparities in productivity, income and employment. In addition to the training and upskilling of workers, targeted, place-based policies that contribute to regional attractiveness and, in turn, retention and attraction of workers are essential. This paper introduces a practical six-step roadmap to develop policies for places to attract and retain the talent firms need for their green transformation building on the OECD’s Regional Attractiveness.
