Advancing gender-inclusive public transport in Asia-Pacific during the transition to electric mobility

The transition to electric mobility currently underway across the Asia-Pacific region represents one of the most significant transformations in the transport sector in recent decades. While governments are rapidly committing to decarbonizing public transport through the deployment of electric buses, the governance frameworks driving this shift remain heavily weighted toward technological and financial considerations. There is a pressing need to broaden this focus, as the electrification of public transport risks reinforcing existing social inequalities if the dimension of social inclusion particularly gender inclusion continues to be overlooked in policy and planning.

Considering the findings presented in Chapters 1-7, Chapter 8 presents the regional guidelines and their associated strategies. The twelve main guidelines are, 1) prioritize captive users; 2) embrace diverse knowledge; 3) ensure seamless integration of the public transport system; 4) extend the approach of inclusivity to the mobility system; 5) foster proximity; 6) improve mobility on a regional scale; 7) promote a ‘safe’, ‘secure’ and ‘connected’ built environment and mobility system; 8) experiment with soft measures; 9) be proactive and adapt; 10) plot interactions between built-environment, mobility behaviour, public transport provision, and socio-economic ramifications; 11) target the transport workforce; and 12) use a systems thinking approach for a people-centered transition.
