Publication: The Real Price of Going Electric: Benchmarking E-Bus Transition Costs in LAC
World Bank
2026.03.18
Reducing greenhouse gas (GHG) emissions and improving air quality are critical challenges for cities worldwide. Urban transport is a major contributor to both, making the sector essential for meeting climate and public health objectives. Expanding public transport systems can support a shift away from private vehicles toward more energy efficient modes. However, conventional diesel buses powered by internal combustion engines (ICEs) emit significant levels of nitrogen oxides (NO?) and particulate matter (PM), which harm human health and contribute to air pollution and climate change. As a result, public transport modernization efforts increasingly prioritize clean bus technologies. Battery electric buses (e-buses), with zero tailpipe emissions and lower lifecycle emissions, are emerging as a key option for sustainable urban mobility. This study aims to establish a regional benchmark of the costs associated with acquiring and operating e-buses and charging infrastructure in LAC, and to explain the significant cost variation observed across countries. By improving the understanding of cost structures and drivers, the analysis seeks to support better planning and decision-making, inform e-bus deployment strategies, and contribute to greater transparency and maturity in the regional e-bus market.
