Set realistic expectations― transformational change in governance and institutions in fragile states is rarely quick or linear. In many contexts, holding the line against further deterioration or achieving small, steady gains can be as meaningful as sweeping reforms Tailor aid strategies to distinct fragility dimensions―authority, capacity, and legitimacy― grounding decisions in context-specific evidence and data Reframe ownership as a collective process that includes local and nonstate actors Adapt effectiveness principles to local conditions; avoid rigid, topdown application
