Asia-Pacific mid-term review of the Doha Programme of Action for the Least Developed Countries

In the run-up to the global mid-term review of the Doha Programme of Action for the Least Developed Countries (DPoA) that is going to take place next year (2027), a mid-term review of DPoA implementation in the Asia-Pacific least-developed countries (LDCs) was organised in Phnom Penh, Cambodia, in March 2026. This paper served as a background document for the regional meeting. The study undertaken for this paper finds that Asia-Pacific LDCs have made mixed progress towards achieving the goals of the DPoA. If graduation from the LDC status is taken as a sign of progress, Asia-Pacific LDCs are at the forefront with around three-fourths of them likely exiting the LDC group by the end of the DPoA in 2031. While this is a feat for the Asia-Pacific LDCs, LDC graduation is also set to bring in a host of challenges, particularly with regard to the loss of LDC-specific trade preferences. In addition, crises such as those related to climate change, geopolitics and conflicts, among others, appear to compound the LDCs’ challenges. Therefore, to enable the graduation of the LDCs that appear to be falling behind and ensure that the graduating LDCs do not fall back, additional and genuine efforts of both the LDCs (in undertaking essential domestic reforms) and their development partners (in providing financial and technical support) are essential.
