The human resources (HR) function in public administrations of European Union and OECD countries is undergoing profound transformation due to the new digital, green, and managerial realities. Faced with these rapid changes, public administrations must strengthen the resilience of their HR function to better anticipate, adapt to, and support the implementation of these changes, both at the level of the public service as a whole and within the HR function specifically. In France, certain specificities of the HR function, particularly the diversity of stakeholders involved, offer significant adaptability but require enhanced co-ordination. However, the integration of the challenges related to these major transitions is progressing at different paces depending on the area. In light of these developments, the HR function is called upon to become more resilient by strengthening its strategic course-setting, operational capabilities, and co-operation among stakeholders, in order to sustainably support the transformation of public action.
