Inclusive and Sustainable Well-being in Korea: 30 Years of OECD Membership and Future Policy Opportunities

In the context of the 30th anniversary of Korean membership of the OECD in 2026, this report assesses whether Korea’s remarkable economic growth of recent decades has translated into more inclusive and sustainable well-being for Korean people. It takes stock of Korea’s progress through the lens of the OECD Well-being Framework, combining analysis of aggregate trends with a granular look at well-being inequalities for different population groups, with a particular focus on gaps by gender and age. Three inter-connected opportunities for strengthening inclusive, sustainable well-being outcomes in Korea are identified: supporting young Koreans’ ability to thrive in their transition from education to economic independence; promoting good mental health and social connectedness across the life course; and addressing the social and structural barriers hindering gender equality. Drawing on OECD recommendations and international good practice to strengthen the effectiveness of policy interventions in these areas, the report also explores how sector-specific reforms can be reinforced by well-being informed policy principles that emphasise cross-sector coordination and a focus on people, equity and inclusion, and long-term prevention.
