Egypt possesses significant scientific talent, forward looking strategies and strong entrepreneurial dynamism. Yet the transition toward an innovation driven growth model remains a work in progress. Despite rising R&D investment, rapidly expanding high quality scientific output and one of the most vibrant start up ecosystems in the Middle East and North Africa, the full potential of innovation to generate broad based productivity gains, competitive firms and quality employment has not yet been fully realised.

OECD Reviews of Innovation Policy: Egypt 2026 explores the factors behind this challenge. Adopting a system wide perspective, the Review assesses Egypt’s science, technology and innovation (STI) performance across governance, business R&D, research, skills and international collaboration. It identifies areas where implementation has not yet matched policy ambition, where knowledge diffusion beyond leading institutions and start ups remains limited, and where incentives for private sector innovation could be strengthened.

The report outlines a forward looking reform agenda to help translate existing strengths into economy wide impact. Priorities include reinforcing STI governance, supporting business innovation, improving data and evaluation systems, and ensuring that innovation policy is closely aligned with long term development goals. Essential reading for policy makers, researchers, investors and development partners, it highlights the steps needed for innovation to become a powerful driver of inclusive and sustainable growth in Egypt.
