Enabling framework conditions assessment for subnational climate finance in Indonesia
This publication assesses Indonesia’s national enabling framework conditions for scaling subnational climate finance, with a focus on urban contexts where climate risks and vulnerabilities are increasing. Developed under the Urban-Act project in collaboration with the Cities Climate Finance Leadership Alliance, the assessment examines four key areas: climate policy, budget and finance, climate data, and vertical and horizontal coordination, to identify gaps and opportunities affecting local climate action. The analysis highlights challenges related to policy implementation, fiscal autonomy, data use and incentive structures, while recognizing Indonesia’s growing climate finance architecture. It proposes targeted recommendations to strengthen national enabling conditions and improve access to finance for low-carbon, climate-resilient urban development.
