Toward More Livable Cities in the Hindu Kush Himalayas: Lessons from the Nexus of Affordable and Seismic-Resilient Housing in Bhutan, the India-Himalaya Region, and Nepal
The Hindu Kush Himalaya (HKH) region―Asia’s “water tower”―supports over a billion people whose lives, livelihoods, and homes face growing risks from seismic activity and climate change. This paper examines affordable and seismically resilient housing in India, Bhutan, and Nepal, highlighting the urgent need for risk-informed relocation housing solutions that safeguard vulnerable groups and sustain livelihoods. Despite active housing programs, gaps persist in policies, financing, and practices that hinder the supply of safe and affordable homes. The paper emphasizes integrating safeguards, technology-driven approaches, and traditional building techniques to strengthen seismic resilience and community ownership. It underscores the importance of aligning housing value chains with inclusive urban planning and social protection systems. Drawing on case studies, the paper charts a road map toward sustainable, resilient, and affordable housing in the HKH region, aligned with the Asian Development Bank’s Strategy 2030 priority of making cities more livable.
