Evaluation of the project on Strengthening the capacity of the Iranian National Road Safety Commission (NRSC) as the lead national road safety agency in Iran
This report presents the findings of an independent evaluation of the project ‘Strengthening the Capacity of the Iranian National Road Safety Commission (NRSC) as the Lead National Road Safety Agency in Iran,‘ implemented by ESCAP with funding from the United Nations Road Safety Fund (UNRSF). The project ran from October 2021 to December 2025, extended from an original 24-month timeline to 51 months, with a total budget of USD 230,440. It aimed to strengthen the NRSC‘s core road safety management functions through a pilot on two road corridors in Fars Province of the Islamic Republic of Iran. The evaluation was commissioned in line with ESCAP‘s evaluation policy to support accountability and learning. It covers the full project duration and assesses performance against six criteria: impact, effectiveness, relevance, efficiency, sustainability, and cross-cutting issues. The evaluation was conducted remotely between January and April 2026.
