Study Report on bridging the digitalization and resilience gap in small ports in the Asia-Pacific region - Part II: Port Resilience (May 2025)

This ESCAP report examines the resilience of small ports in the Asia-Pacific region in the context of increasing climate change risks such as sea-level rise, extreme weather events, and coastal erosion. It highlights that small ports―particularly in Fiji, Indonesia, Maldives, and Papua New Guinea―face structural vulnerabilities due to aging infrastructure, limited financial resources, weak governance, and technological gaps. The study combines literature review, country analyses, and case studies to identify key challenges and assess national responses to climate adaptation and disaster resilience. It also presents best practices, including modular infrastructure, elevated port designs, early warning systems, and smart monitoring technologies, as well as nature-based solutions. The report concludes with policy recommendations emphasizing integrated planning, infrastructure investment, capacity-building, and international cooperation to strengthen climate resilience and ensure sustainable maritime transport
