Building Employer-Community College Partnerships to Increase Working Adult Learner Success
- Working while attending community college is the norm in the United States, where about 80 percent of learners work. Yet roughly two in five working adult learners leave without a postsecondary credential - more than twice the rate of full-time students - and prior research has called for stronger employer-community college partnerships to improve their success.
- This study provides the first evaluation of Achieve Your Degree (AYD), a partnership program delivered by Ivy Tech Community College and more than 250 local employers across Indiana. RAND researchers surveyed AYD coordinators and employer partners to assess implementation, and used regression models on 13 years of learner administrative records to examine associations between AYD participation and credential completion.
- Three findings emerged: employers and the college used federal tax allowances (Section 127) to build direct partnerships and remove learners‘ out-of-pocket tuition; AYD participation was positively associated with credential completion, especially short-term certificates; and the partnerships were often lean, with limited staff time and employer engagement. The study recommends better leveraging tax allowances, investing more in workplace-based learner supports, and monitoring completion beyond the short-term certificate.
