Practical Guide for Employers to Promote Disability-Inclusive Employment in Thailand
UNESCAP
2026.05.12
The Practical Guide for Employers to Promote Disability-Inclusive Employment in Thailand” the Asia-Pacific Development Center on Disability (APCD), with guidance from ESCAP and Thailand‘s Department of Empowerment of Persons with Disabilities (DEP). The guide aims to support employers in building inclusive workplaces where persons with disabilities can participate fully and equitably. Grounded in Thailand‘s legal framework, international standards including the Convention on the Rights of Persons with Disabilities (CRPD) and regional frameworks such as the Jakarta Declaration on the Asian and Pacific Decade of Persons with Disabilities, 2023?2032, it walks employers through the full employment lifecycle using an upstream, midstream, and downstream framework, covering leadership commitment, recruitment, on-the-job support, and long-term career development. It also maps the roles of government, civil society, organizations of persons with disabilities, and educational institutions in creating an enabling environment, emphasizing the importance of coordinated action across all stakeholders and of making available supportive services to both job seekers with disabilities and employers. The guide is a key output of the project “Catalysing disability-inclusive employment and business in Asia and the Pacific”, supported by the China-ESCAP Cooperation Programme (CECP).
