Promoting the Development of the Semiconductor Ecosystem in Costa Rica

Costa Rica has a conducive regulatory environment for international businesses, a strong framework for attracting foreign direct investment and is open to international trade. It also offers a relatively skilled and experienced workforce, overall good energy and water infrastructure, as well as geographical and cultural proximity to important semiconductor manufacturing bases. Further investment in talent and transport infrastructure, along with support for the development of local suppliers, could help Costa Rica capitalise on emerging opportunities for the development of its semiconductor ecosystem. This report examines opportunities and challenges for Costa Rica’s semiconductor ecosystem and provides recommendations to foster its development. It combines quantitative and policy analysis of the Costa Rican semiconductor ecosystem ? including integration into global value chains, human capital, infrastructure and the regulatory framework. Its recommendations target critical areas: enhancing the business environment to enable local semiconductor firms to integrate into global value chains, promoting skills and human capital development and investing in infrastructure. This report provides strategic guidance to strengthen Costa Rica’s position in global semiconductor value chains. By implementing the policy recommendations, Costa Rica can further develop its semiconductor ecosystem.
